This is because not only they cannot check the purity or grade of the gold, broken jewelry does not hold the same value even if it's 916 or 999. This necklace was brought in without any hallmark or also known as stamping. Typically gold jewelry must have a hallmark to indicate the grade of gold. Gold without hallmarks not only invalidates the jewelry but most gold and pawn shops do not take cash back or even trade-in. Though there are exceptions to jewelry without hallmarks (old gold), all legitimate gold shops must have hallmarks on their products.
